Get it wrong and you could be left with an unfinished hole in your backyard, a legal dispute, and no recourse. This guide cuts through the noise with real, practical questions every NSW homeowner should ask — before they sign a single thing.

Why the pool industry has a trust problem
The swimming pool industry in Australia is worth billions — and unfortunately, it attracts its share of operators who cut corners, under-insure their work, or simply disappear before a project is complete. NSW Fair Trading receives hundreds of complaints about pool builders each year, ranging from shoddy workmanship to outright fraud.
The problem is that most homeowners don’t know what they don’t know. A pool quote looks like a pool quote. A licence number is just a number unless you check it. And a builder who seems confident and professional at the first meeting may not be the person managing your excavation six weeks later.
The checklist below is designed to change that. Use it before you sign any contract, and use it with every builder you’re considering — not just the cheapest or the most convincing.
The 12-point pool builder checklist
Work through every one of these questions. A reputable builder will answer all of them clearly and without hesitation.
How long has your pool builder been trading?
Longevity matters in this industry. The longer a company has been operating, the more likely they’ve weathered economic downturns, supply disruptions, and the inevitable complex jobs that test any team’s skills. A builder who’s been around for 10+ years has also built a reputation they’re motivated to protect.
0–2 years: okay · 3–5 years: preferable · 5–10 years: good · 10+ years: ideal

Does your builder provide Home Warranty Insurance (HWI)?
This is non-negotiable. Home Warranty Insurance (HWI) is an insurance policy taken out by the builder — not you — once a contract is signed. It protects you if the pool building work is not completed due to the builder dying, becoming insolvent, or disappearing. Without HWI, you have no cover for defective or incomplete work in these scenarios. Ask for the policy name and number. If they can’t produce it, walk away.

Does your pool builder offer both a Lifetime Structural Warranty and a Lifetime Interior Pool Surface Guarantee?

What is the lead time to start?

Does your builder use an employed, in-house pool installation team?
This question separates full-service builders from sales operations with a subcontracting model. When a builder subcontracts installation to a smaller crew, you lose continuity of oversight, accountability, and quality control.

Can they provide recent examples of completed pool projects in your area?
Don’t rely solely on a pool range images which can be stock photos or outdated projects. Ask specifically for recent builds completed in your suburb or neighbouring areas, and don’t be shy about requesting to see an installed pool in person if possible. Check the builder’s social media pages (Instagram in particular) for current projects with location tags. Active posting of real, recent work is a positive sign.
Is your pool builder a SPASA member?
SPASA (the Swimming Pool and Spa Association of Australia) is the peak industry body for the aquatics sector. SPASA accreditation demonstrates that a business meets required standards for education, technical competence, experience, and a commitment to ongoing professional development.

Does your builder hold a valid NSW Fair Trading licence?
In New South Wales, any building work valued over $5,000 must be performed by a licenced contractor. The name on your contract must exactly match the name on the licence. You can verify your builder’s licence at any time via the NSW Fair Trading licence check tool. If a builder is reluctant to share their licence number, treat that as an immediate red flag.
Does your pool builder use a single contract?
A practice used by some builders is to split the total project across multiple contracts, often under different company names. This is sometimes done deliberately to keep individual contract values below the threshold that triggers certain insurance or licensing requirements — leaving the client exposed and with limited recourse if something goes wrong. Any reputable builder should be able to deliver your pool under a single, transparent contract. Ask upfront how many companies and contracts will be involved.
Did your builder conduct a site inspection before quoting?
A quote provided without a physical site visit is not a real quote — it’s a number designed to get you interested. Every reputable pool builder should conduct an obligation-free site inspection before providing any pricing. This allows them to assess ground conditions, access constraints, required excavation, placement options, and relevant council setbacks. If a builder refuses a site visit or provides a firm quote based on a photo or an online form alone, be very cautious.
Can you speak to past customers?
Word of mouth remains the most reliable form of due diligence in any trade. Ask the builder directly for references — ideally from jobs completed in the past 12 months and in a similar context to yours. Also ask how many pools they’ve completed over their trading history, and how many in the past 12 months. These numbers give you a sense of their capacity and consistency.
Will you have a dedicated point of contact throughout the project?
Pool installations involve multiple stages, multiple trades, and — inevitably — questions and surprises. Knowing that you have one person responsible for keeping you informed throughout the process is genuinely valuable. Ask who your project manager will be, how they’ll communicate with you, and what the expected timeline for each stage looks like.

Red flags to watch for on pool quotes
Beyond the checklist above, here are patterns that should prompt you to pause or walk away entirely:
- High-pressure tactics and limited-time discounts. Legitimate builders don’t need to manufacture urgency. If you’re being told the price is only valid for 48 hours, that’s a sales technique, not a business reality.
- Vague or incomplete quotes. A solid quote should itemise what’s included — excavation, coping, equipment, fencing assistance — and be equally clear about what’s not. A single-line “full installation” figure leaves too much room for dispute later.
- Requests for large upfront deposits. Progress payments tied to construction milestones are industry standard. A builder who needs a large sum before any work begins may be using your deposit to fund another job.
- No physical office or business address. A company operating entirely via a mobile number and a Facebook page is harder to hold accountable. Check that they have a verifiable business address and that their ABN is registered and active.
A note on fibreglass pools
If you’re deciding between pool types as well as pool builders, fibreglass deserves serious consideration for most NSW homeowners. The smooth, non-porous surface resists algae and requires fewer chemicals to maintain. And provided you choose a shell backed by a genuine structural warranty, fibreglass pools are extremely durable over the long term.
The caveat — as with everything in this article — is that the quality of the shell and the quality of the installation both matter.
